[pct-l] Mt. Whitney Permits

If you will summit Whitney from the PCT side, and then you go back down the
PCT side -- meaning that you do not go out via Whitney Portal -- then you
do not need a Whitney permit.  The Whitney Permit is only needed if you go
up from the East side.
