Those who are using their dogs inappropriately are well aware of this and use it to their own advantage.

There should be a provision (and to my knowledge, none such exists) such that certain persons (business managers/proprietors come to mind) should have the power to ask for proof of an animal being a Service Animal and that the animal owner should have to produce some sort of documentation to the effect.  I understand that pet owners complain bitterly about something like this on the grounds that it would infringe on their rights...to which I ask, what about the rights of those who have problems with dogs (psychologically or medically)?
