True.  The CDT Society is a good organization, but, to my knowledge, it
doesn't have the official Memorandum of Understanding with the Forest
Service, National Park Service and BLM that the CDTA had.  This is the legal
document that allows the government agencies that own the land to work with
the organization and share the responsibility of maintenance, etc.
