In Column 8A for both isobutane and propane, is the 306 designation which
indicates that exemptions are possible.
 
Bill, I think we're on the same page.  I agree that compressed stove gas
canisters can be shipped via UPS, FedEx, etc but only with proper labeling,
documentation and fees.  The exception you refer to above is the 4 fluid
ounce limit.
 
 
Current Title 49, Part 173.306 Limited quantities of compressed gases.
(a)         Limited quantites of compressed gases.... are excepted from
labeling, except when.... transported by air ....
(1)         When in containers of not more than 4 fluid ounces capacity or
less....
 
 
I scanned the material you linked to and couldn't find any other exceptions.
I hope this is the same conclusion you came to.
