[pct-l] TP vs Vegetation

If you can't find vegetation look for a small, smooth rock. SoCal has plenty 
of them and they are portable.

In many parts of southern California there isn't much downed vegetation
to gather. If 400 thrus all gathered it to use to clean up with, that
would still hardly be LNT.
