[pct-l] timing of arrivals to Tahoe

I know that I was ahead of the curve, but for comparison, I crossed Echo on 
June 1st, arrived Crater Lake July 1st, and entered Canada on September 
2nd...

In a typical year, the primary window to pass by Echo summit (for those who 
will go all the way to Canada) would be from about June 20th to July 20th.
July 4th seems to be the traditional midway point of the herd in an average 
year. There are fluctuations based on the snow pack, and there are plenty
coming through after that window, but they would need to pick up the pace to 
make it to the border before it gets a bit late.
