Indeed it is. In the context of the Eastern Sierra-- it's genius to take back that term from big agriculture. After decades of sucking it completely dry, LA Department of Water and Power was forced to provide water for the Owens River for the benefit of wildlife and habitat in the Owens Valley through litigation. The battle to protect the environment from LA's Eastern Sierra water practices continues.
