Unfortunately, bad behavior will always be with us.

However, logic suggests that any bad behavior - however so defined - is far
less likely to occur in the presence of witnesses, especially affected
witnesses. The personal penalties for the offender could cover a wide gamut
depending upon the reaction of those witnesses. 

Imagine what could have happened several years ago when someone was
systematically destroying Cache 21 along the Hatcreek Rim on a daily basis
if a group of thru-hikers had witnessed them doing so.

The Trail Angels' Telegraph can flash names and details up or down the trail
or onto the forums very quickly, resulting in the Welcome mat being
withdrawn when the offenders appear. There have been several cases recorded
in past years.

But there will always be the clueless and those who never learned better who
don't see anything really wrong with it.
