[pct-l] Belden PO

According to the USPS

the Belden PO (95915) is still open. However, a couple of weeks ago I
called the USPS main number, and, after putting me on hold and speaking
with a supervisor, the customer svc rep confirmed that the Belden PO is in
fact closed, apologized for any inconvenience, and told me that they will
"initiate a data update" right away.
