It is not against the law for "anyone" to ask for identification, paperwork,
or proof.  The ADA only applies to state and local governments and those
persons operating a business or an official charity.  The first amendment
still applies to the rest of us.

Hey Trail wife where are you getting that information? I hope people with
service animals aren't being hassled like that. There is no official
certification or registry for service dogs. In fact some types of service
dogs don't even need certified training. It is strictly against the law for
anyone to ask for identification, paperwork or proof. Service dogs also do
not need to be marked in any specific manner however most do opt to put
special vests and patches on their dog. Park rangers have been informed of
this as well.

With too many people not going thru the correct  procedures to get their
Dogs properly certified, some jurisdictions require  that certification
documents be carried with you. Some jurisdictions may  require that the dog
be muzzled and/or on a leash at all times. I am sure that  not all
States,Towns, Counties, Parks (State and Federal) and local  Jurisdictions
have the same rules and regulations for Service  Dogs.

Unless you like hassles, you will need to do a lot of  research.
