I submit that the bad eggs will pay as much attention to "no fires" laws as
other bad guys pay to gun control (or DUI) laws.....or any other law for
that matter.

Compliance to any law is strictly voluntary. Those who chose not to comply
do so at the risk of incurring whatever penalties said laws can extract. If
those penalties or the chances of getting caught are miniscule at best,
where is the motivation to comply?

Don't do the crime if you can't do the time.
