[pct-l] Water Cache at Scissors Xing

There are two problems here: the trash problem, and the water cache
problem.  So maybe moving the water cache won't keep people from leaving
trash under the bridge.  That's an unfortunate problem, but not as vital to
hiker health and survival as getting water at Scissors Crossing.  If the
water cache is moved to a location less visible and less desirable for
partying, it might be possible to continue to stock it.  But as you say,
it's up to the trail angel.
