[pct-l] Mount Whitney Zone entry date

The permit is misleading regarding the Whitney Zone.  You DO NOT need to
pay $15 for the Whitney stamp if you ascend Whitney from the West (PCT
side) and descend on the same side.  You ONLY need to pay the $15 if you
ascend or descend on the East side.
