Here’s a working topo. with route options that Hikin’ Jim has been working on. Hat tip to Hikin’ Jim.

As to the land ownership issue- not a clue. 

There’s also an existing way around the base of Jacinto, to the south-east, hooking around to the north, connecting with the aerial cable tram. 
It’s called Palm Canyon Trail. A local hiker mentioned the route (Evil Goat). One would drop down to Live Oak Spring, 
from off of the PCT, continue downhill, picking up the Palm Canyon Trail, and hook around the mountain. It’s the long way to Idyllwild, but quite unique. 
Bonus- There’s a restaurant on top of Jacinto serviced by the tram.
