I don't think it's the hikers "shrugging off the dangers", I think the possible lack of water is another component we need to deal with, to successfully hike the trail the trail this year. 
There is still a lot of winter ahead of us and no need to push the panic button just yet, mid March and it's still dry, we all will have a tough go of it, hiking the trail, or not.
