What I did to get the maps on my phone was download all of the maps to my
computer, there is a mobile version of the maps that I suggest you use.
Open iTunes on your computer and go to your Library and select Books. If
Books is not showing then you will need to make it viewable. Edit <
Preferences < General < Sources, check Books. Once you are in the Books
area, you can drag and drop the PDF files from your computer into iTunes.
The next time you sync your phone to your computer it will transfer all of
the PDFs to your phone. Then you can use an app like, iBooks (which is
free) to view them. Since they are physically on your phone you shouldn't
have a problem viewing them with or without service.
