[pct-l] tree down early in section M

On July 4 I hiked from Packer Saddle down to Wild Plum, taking in the view from  the
fire tower.       Mostly the trail is in good shape, but there is one tree that might
be awkward for some stock.    Not very high or very thick (8" max) but awkwardly placed
at a very low angle to the trail rather than the usual perpendicular.
It was between mile 1199 and 1200, in the wooded ascent from hwy 49.
