[pct-l] Powerhouse Fire Closure

>From what I can see, it's mile 481 (or waypoint RD0481) to to roughly mile
491.8.   It does look like 7N23 (also called the Shake Canyon Trail) heads
up from Pine Canyon Rd/Elizabeth Lake Road, and intersects the PCT in the
area previously closed.
