I just received this answer back from URSACK yesterday to my inquiry about this subject.  Seems there is a bit of confusion.  Anyone know any more?

Unfortunately, Ursack is not legal in Yosemite at this time. They have been evaluating it for more than a year. We cannot guess what they will do next.
