[pct-l] Permits Feb 1

Hello,

Does anyone know:

1. Is there a specific time that the permit link will open on 2/1?
2. When we apply, do we only choose one date or do we choose our top 3
choices?
3. What is the earliest starting date for a Northbound departure?
