ALL Users? Seriously?

Only people getting thru hiker permits have a "start date" given to
them by the PCTA.

Weekenders (which outnumber thru hikers by probably a factor of 1000)
and section hikers who are hiking less than 500 miles don't have start
dates, nor are there quotas.

There is no "evasion of responsibility" for them starting on any day they like.
