[pct-l] Bear Canister requirement after Sonora Pass

When applying for a permit to hike the JMT in the Ansel Adams and other
National Forest Wilderness areas last summer, the Ursack and Opsack
combination was fine with the rangers who issued the pass to us in Bishop.
They told us it was now approved in all National Forest Wilderness areas in
the Sierra, but was not approved for the National Parks at that time.
Sequoia, Kings Canyon and Yosemite, you still needed a can.  As we weren't
going into the NPs, we used the Ursack/opsack combo and it did fine.  I'll
use it whenever it's legal to do so at this point, because it's so light.
I'll also carry it in areas where not required, but in which I know there
are bears just to be on the safe side.  Easy to use and light, it is much
more readily packable than my old bear cans.
