Paint, don't get your hopes up.  There is more to the issue than just the Tejon Ranch portion.  The problem is tying the "new" trail that would be built on the easement granted by Tejon Ranch back into the existing PCT at some point.  There are many parcels of private land between where the Tejon Ranch portion would end and any practical place where the "new" trail could connect with the existing trail.  I have been told by one of the trail gorillas that has done trial work in that area for decades that many of the owners of those private parcels have stated that they will not grant an easement across their land.  Most express concerns about hiker campfires and just generally not wanting hundreds if not thousands of people hiking across their property each year.  So, unless something changes in that regard, building new trail across the Tejon Ranch property would be pointless.
