The ATC? sounds like an ugly rumor. Maybe the NPS, but not the ATC.

More on subject, the hike from Neels Gap, up to Blood Mountain is not
IMO representative of the trail. Most of the rest of the trail doesn't
have large steps carved into the rock tread-way, and this proposed
hike doesn't contain any PUDs.
