I did that section in September three years ago. Water was available at
least a couple times a day. Starting at the parking area just south of
I80 (east of Soda Springs exit), what I THINK I remember:

Lakes all had water.

The spring south of Tinker Knob was thin - no water noticed on the
trail, but there was a pool of water on the uphill side of the trail. At
first we didn't see it as it was covered with fallen leaves.

Squaw Creek had some water.

Whisky Creek - can't remember.

Five Lakes Creek had lots of water.

At least one spring was usable north of Barker Pass.

Miller Creek - can't remember, but Richardson Lake is just beyond.

Phipps Creek I think had water.

And as I said, all lakes had water.

Going late in the season, I was glad I had a pump filter as a few
springs were shallow and covered with leaves and such, so it was much
easier to get water.

I went sobo only because I was hiking to ALDHA-West gathering that year.
Either way would be similar - The north end has more views from (dry)
ridgetops and the south end more lakes with water.

Good parking at the Soda Springs trailhead, or at Echo Lake. One
consideration might be what your wife will be doing while waiting. Echo
Lake is not far from the Lake Tahoe with many motels, restaurants,
parks, and casinos for entertainment. Truckee is smaller and more laid
back. Just waiting for a few hours, Echo Lake would be more scenic IMO,
with a store and snack bar right at the trail head, while the north
trailhead it's a little drive to any facilities other than the picnic
area.

This is a very scenic section - you'll have a great time.
