[pct-l] Mapping/Trail Condition Reports

There is an online tool designed specifically for reporting trail 
conditions. Inspired by an unnamed trail coordinator this tool was created 
for the purpose that Marion is asking. Here's a 'test' trail report:

If not logged in you can only view reports. When logged in you can create 
reports. 'Location Type' should be 'Trail Reports' and click on the 'Edit 
Markers' link near the top. Information you can submit is:

+ Lat/Lon (or drag marker to location on map to set lat/lon)
+ Marker name (give it a descriptive name)
+ Trail Section/Mile Mile Marker
+ Obstruction Type
---Blow down
---Snow accumulation
---Washout, trail damage or other
+ Condition
---Passable for hikers and stock
---Passable for hikers, but not stock
---Not passable due to major obstruction
+ Date condition observed on
+ Comment (details of the condition)
+ Contributor (maintainer or submitters login name)
+ Report can be deleted as it is corrected

Those are the highlights. Other features exist specifically for trail 
coordinators, but won't be discussed here.
