CNF can do nothing one way or the other regarding ADZPCTKO since it's not within their boundaries. 

I suspect they DO however have the authority to copy the National Parks and set daily trailhead entry quotas for each trail in the CNF as a means of addressing their concerns. 

Wise are they who "let sleeping dogs lie", or to put it in terms hikers can easily recognize, "the buzzing mosquito gets slapped".
