[pct-l] PCT "Info Sherpa" for Mobile phones - update

Hi,

So I added a "Trail Conditions" link to the mobile site.  It lets you access
info on the most recent trail conditions as per the PCTA.  The format is as
good as I could get it.  I hope it looks good enough to be functional.

It should include info on closures, fires, reroutes, etc. for all sections
of the trail.
