I was born and raised in Southern California though I now live in Central CA. There is no condition in which I would EVER burn my TP.  If you come from any part of the country that doesn't experience the dry conditions that are experienced in much of California, you have no idea how quickly things can burn, at anytime of the year. You are visiting our state. If you are going to use TP, pack it out. Really.
