Yes I think it does.  I have kept the setting almost as low as possible and
not trying to boil supper fast.  Keeping the flame under the pot and not
going outside.  

I have also found that my GSI teapot is a more efficient boiler that the GSI
solo pot. By about 1 minute on low.

I don't even get 12 here,  but thats bellow freezing air and Icey water...
So it must vary greatly.
