[pct-l] Wheeled harness pack

Good morning!

The legality or illegality of a wheeled harness pack will be established, I
am certain.

To the person or persons considering such, please go in knowing that how
the trail might interact with such a device is basically unknown.

A free-wheeling device has an inertial mind of its own.  Consider how going
down 9-inch trail steps might work - you want to slow to take a step down,
when your wheel is just dropping off the step behind you.

Or shoves you over a cliff or down a switchback.  Or drowns you in a
hip-deep stream crossing.  Or drags you off a log crossing.

The PCT has risks for walkers defined by common sense, and thousands of
experiences.  This last would be lacking for this disability accommodation.

Risks are always lowered when good planning, and lots of pre-hike hiking,
are present.
