"But is the whole refund due to purchased membership or people getting signed up?
If it's paid for I'm sure the sales people get an incentive to tell customers "bring it back""

I don't know for sure about REI salespeople, but I worked Thanksgiving and Xmas holidays for both Robinsons-May and Macys.

The salespeople do get credit for all the sales. However, they lose credit for every return. They also lose credit if they exchange a more costly item for a less costly item.

You hurt the salespeoples' paycheck or bonuses when you return or exchange stuff. Frankly, I don't care about the store's sales. I care about the ones working for a minimal living.

And the salespeople may get continued employment points for signing up customers, but believe me, they almost never get extra money for that. It's considered a condition of continued employment to make those "new-customer" numbers.

Employees are told to do everything possible to prevent the customer from "bringing it back." Even an exchange is preferable to a return.
