Good arguments, good reasoning.  Won't make any difference.

Things that will likely not change very much:

SAR infrastructure and policy
Some hikers aren't prudent, and that will land some of them in trouble
Some prudent hikers will get into trouble

Let me ask questions, if I might:

1.  Would you assist a fellow hiker whose life was in danger?  Would you
first try to determine if their peril was a result of inexperience or poor
decision-making?
2.  Would you ask for the help of others to help a fellow hiker whose life
was in danger?
