I guess you could read it that way if you squinted, but the important thing 
is to report it.  Confronting does nothing useful: the law breaker knows 
that he/she is breaking the law.  And as you point out might get ugly.

I cannot believe how many of you justified saying or doing nothing when
coming across a mtn. biker on the PCT. Your passivity just allows the biker
to continue to ride on the PCT and break the law
