This sounds to me like VVR wanted him to allow 2 weeks lead time for the 
package to get into their facility.  That doesn't sound that far off to me. 
It might actually be to short a time if you mail from the east coast. I 
expect they would hold your package a lot longer than 2 weeks.

Regional Flat Rate is a Priority Mail service.  It should take 2-3 days.

Two week holding period?  I can't think of any place that has a two week
holding period.  You can send your KM box today and it will be there when
you arrive.  They won't send it back.

If you want confirmation, you could call the KM store yourself.
