I wouldn't fight the ticket, as it may only confirm their suspicions about the CDT community being "rogue" and "out of line" with established norms. Instead, focus efforts on outreach to land management agencies, possibly coordinating with CDTC, to establish a vision for the future with permanent "hardened" cache sites where deemed most important, and a handshake agreement in the meantime on where and how to leave water jugs so that all parties understand and respect the intent behind them. Point to successes with the BLM in the Bootheel, and how that happened in spite of ongoing border issues et al. Prove to them that federal agencies can adapt to meet the needs of the trail community that they are already hosting, whether they know it or not (and make sure they know it).
