[pct-l] Wilderness permit for Sections A & B, revised

This is not new.

The original reason that the PCTA was given the power to write
permits, was that USFS district 6 (OR/WA) would not recognize permits
written in District 5 (CA) event though all state parks and NPS
jurisdictions were happy with any permit.

Turf wars inside the misgovernment can be really ugly.
