[pct-l] BLM says Alcohol and Esbit Stoves are legal on BLM Land with permit

the message copied below from a BLM employee says that the "controlled
flame device" wording allows Alcohol and Esbit stoves with a permit.

It seems that Ken Murray won't have to report any scofflaw stove users
 to the authorities, and that maybe the PCTA should change the wording
they made up on their fire alerts page.
